What is the Texas personal injury and criminal statute of limitations arising from sexual assault of a child?

If a child was sexually assaulted at age 16, how much time does she/he have to press criminal and personal injury charges? (This person has tried to get the police to investigate for the last 7 years. The police say they believe it happened but are not willing to investigate. The victim is now 26.) Facts only please. I think the criminal SOL is 10 years from the victims 18th birthday. Does anyone know what the personal injury SOL would be in this certain case of the police choosing to not investigate?
